            "@value": "ประกาศฉบับนี้เป็น แนวทางปฏิบัติเพื่อส่งเสริมธรรมาภิบาลในสถาบันอุดมศึกษา โดยมีจุดประสงค์หลักเพื่อพัฒนาการบริหารจัดการให้มีความ โปร่งใส ตรวจสอบได้ และมีประสิทธิภาพ ตามที่กฎหมายกำหนดไว้ เนื้อหาครอบคลุมหลักการสำคัญหลายด้าน เช่น การบริหารงานบุคคล การจัดการงบประมาณ และการวางแผนเชิงยุทธศาสตร์ เพื่อให้สถาบันสามารถผลิตบัณฑิตที่มีคุณภาพและตอบโจทย์การพัฒนาประเทศ นอกจากนี้ยังระบุถึง กระบวนการสรรหาผู้บริหารและคณะกรรมการสภาสถาบัน ตลอดจนมาตรการจัดการเมื่อพบปัญหาการทุจริตหรือความขัดแย้งทางผลประโยชน์อย่างเข้มงวด เอกสารนี้จึงเปรียบเสบียน เกณฑ์มาตรฐานเชิงนโยบาย ที่สถาบันอุดมศึกษาทุกแห่งต้องใช้เป็นกรอบในการดำเนินงานเพื่อให้เกิดความยุติธรรมและธรรมาภิบาลอย่างยั่งยืนในระบบการศึกษาไทย"
