The total 1,797 samples gained from multi-stage random sampling included fifty-five school administrators, 416 Matayomsuksa 3 and Matayomsuksa 6 teachers and 1,326 Matayomsuksa 3 and Matayomsuksa 6 students from twenty-six secondary schools under Chaiyaphum Provincial Administrative Organization, 2012 academic year. Data were collected using questionnaire for school administrators, for teachers and for Matayomsuksa 3 and Matayomsuksa 6 students and were statistically analyzed in percentage, mean, standard deviation and multi-level analysis. The research findings were as follows. 1. The effectiveness of secondary schools under Chaiyaphum Provincial Administrative Organization in terms of Matayomsuksa 3 and Matayomsuksa 6 students’ learning achievement by overall was below 50%. The highest mean score was found in Health and Physical Education subjects of 52.64 % and 54.67% respectively, and the lowest mean score was found in Mathematics subject of 20.65 % and 15.04% respectively. The teachers’ satisfaction towards their job by overall was found at the high level. 2. The school administrators’ academic leadership affected positively the mean scores of school effectiveness at school level at .01 level of significance, and school administrators’ change management behaviors and leader behavior affected positively the mean scores of school effectiveness at school level at .05 level of significance. Age, education level, administrative experience, and school cultures did not affect school effectiveness of secondary schools under Chaiyaphum Provincial Administrative Organization at school level. 3. The teachers’ teaching quality affected positively the school effectiveness at classroom level at .01 level of significance, and teachers’ teaching behaviors and teachers’ work motivation affected positively the mean scores of school effectiveness at classroom level at .05 level of significance. Teacher social support did not affect the school effectiveness at classroom level. 4. The students’ learning behaviors affected positively the school effectiveness at .01 level of significance, and students attitudes toward learning and parent learning support affected positively the school effectiveness at .05 level of significance. Parents’ education level and parents’ economic status did not affect the school effectiveness. 5. The school administrator level factors affected school effectiveness of secondary schools under Chaiyaphum Provincial Administrative Organization at 48.7%, teacher level factors were at 54.3%, and student level factors were at 60.3%.
