The research method wasof a mixeddesign, using both quantitative and qualitative methods. Success element variables of the schools were: 1) school management quality , 2) learning management quality, and 3) student quality. Independent variables of multi-level factors affecting the success of the schools at the school level were: 1) visions of the administrators ,2) leadership of the administrators,3) encouragement of inspiration,4) participation of stakeholders ,and 5) process of quality management. At the classroom level, the factors consisted of: 1) knowledge of teachers,2) work motivation of the teachers,3) class management climate, and 4) learning management process. As ample of 320 was randomly selected from small schools under the Chaiyaphum Provincial Educational Service Area 1, 2, and 3 Offices. The quantitative data provided by 320 administrators and 640 teachers, for a total of 960, who were selected by means of multi - stage random sampling technique . The instruments used were two questionnaire versions: 1) an administrator version with a confidence value of 0.83 , and 2) a teacher version with a confidence of 0.98. For the qualitative data , a sample of eight administrators and 15 teachers, for a total of 21 , was purposively chosen. The instrument used was an in - depth interview schedule . Those instruments were scrutinized , under the framework of the research tool , by the selected experts. The data were statistically analyzed using mean and standard deviation, skewness, analysis of multi - level structure equation modeling using a computer package, and content analysis. The findings revealed as follows: 1. The overall achievement levels of the small schools, quantitatively analyzed, were at the high level (X= 4.270, S.D. = 0.087) . All three Achievement aspects were also at the high level. Those aspects were ranked in descending order a s quality of school management , quality of learning, and student quality . Qualitatively , the aspects of quality of school management ,quality of learning and student quality were also rated at the high level . 2.At the classroom level, quantitative multilevel analysis of multiple factors that contributed to the success of small schools showed that the learning process contribute directly to success of the small schools, while knowledge of teachers and class management climate contributed both directly and indirectly to the success. The coefficient of determination (R2) was equal to 29.10 percent. The qualitative analysis showed all factors affecting success of the small schools. As for the school level, participation of all stakeholders directly contributed to success of the schools ; vision of the management and leadership of the executive contribute both directly and indirectly to the success. The quality management process, however, negatively affected success of the school. The coefficient of determination (R2) was equal to 24.40 percent. The qualitative analysis showed all factors affecting the success. The model was consistent with empirical data. The statistics included the = 781.387, df = 321, CF I= 0.922, TLI = 0.831, RMSEA = 0.039, SRMR Within = 0.012, SRMR Between = 0.257 และค่า /df = 2.434 In the case of a complicated equation, the model ratio chi-square with degrees of freedom in the range of 2-5 was acceptable.
